TFrom October 3 to October 28, 1995, at the 8th session of the IX National Assembly, a resolution was passed to establish the Ministry of Agriculture and Rural Development based on the merger of three ministries: the Ministry of Forestry, the Ministry of Agriculture and Food Industry, and the Ministry of Irrigation.
At the first session of the XII National Assembly (August 2007), it was decided to merge the Ministry of Fisheries into the Ministry of Agriculture and Rural Development.
On January 3, 2008, the Government issued Decree No. 01/2008/ND-CP, specifying the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development. The decree states: "The Ministry of Agriculture and Rural Development is a government agency responsible for managing state affairs in agriculture, forestry, salt production, irrigation, and rural development nationwide; managing public services; and representing state ownership of state-owned enterprises under the Ministry's jurisdiction as prescribed by law"..
