The Vietnam Academy of Agricultural Sciences is a special-class public science and technology institution under the Ministry of Agriculture and Rural Development.
Its remit covers research, technology transfer, advisory work, services, international cooperation and postgraduate training in agriculture and rural development, in support of the ministry's state management role.
Duties

Develop strategies, master plans, plans, programmes, projects and long-term, five-year and annual research schemes, along with science and technology tasks in agriculture and rural development; submit them for approval and carry them out.

Conduct basic and applied research in agriculture, including:
Collecting, conserving, evaluating and using plant, insect and agricultural micro-organism genetic resources.
Patterns of inheritance and variation at molecular, cellular, individual and population level in crops, fungi and micro-organisms.
Applying recombinant DNA and nanotechnology to the study of plant genome function.
Applying genetics and biotechnology to study genetic diversity and create starting material for breeding crops, fungi and micro-organisms.
Agricultural biotechnology, physiology, biochemistry and genetics; agricultural biosafety and biodiversity.
Crop breeding; cultivation techniques; research and development of edible fungi.
The emergence and spread of crop pests, and the means of controlling them.
Soils, fertilisers and plant nutrition.
Post-harvest storage and processing.
Farming systems and agroforestry.
The agricultural and rural environment, and climate change.
Maintenance and multiplication of breeder and pre-basic seed.
Use of radiation and radioisotopes in crop breeding, soil and fertiliser management, cultivation and plant protection.
Research on and assessment of genetically modified crop varieties and products.

Carry out national key science and technology tasks.

Research and develop new and advanced agricultural technology.

Transfer technology and deliver agricultural extension.

Take part in the national seed and agricultural input reserve network.

Trial, test and inspect crop varieties, crop products, agricultural inputs and produce quality.

Train doctoral candidates, contribute to master's programmes, and help build the agricultural and rural workforce.

Cooperate internationally on research, technology transfer, expert exchange and training.

Enter joint ventures and partnerships on research and technology development, trials of new techniques and workforce training with domestic and foreign organisations and individuals.

Produce, trade in, service, export and import agricultural and agroforestry products and technologies within the academy's field of work, in accordance with the law.

Contribute to drafting national standards, technical regulations and agricultural economic-technical norms for approval, as assigned and in accordance with the law.

Publish scientific, technological and environmental material, including journals and specialist websites, in accordance with the law.

Appraise and approve research proposals, budgets and settlements, and accept the results of research topics, pilot production projects and technology trials at its constituent units, under state and ministry rules.
