On the basis of licence 293/GP-BTTTT of 23 June 2017 from the Ministry of Information and Communications, permitting publication of Testing Today magazine, on 12 July 2017 the Chairman of the Vietnam Association of Testing Laboratories signed Decision 08/VILAS3-QD founding Testing Today — the press body of the Vietnam Association of Testing Laboratories (VINALAB).

The magazine exists to publish news of VinaLAB's work and the research results of scientists and testing organisations, serving the exchange of information and knowledge among association members and interested readers.

Decision 08/VILAS3-QD states that the magazine is a forum for exchange in science and technology; it publishes research topics and studies, helping to raise the quality of laboratory staff and to transfer technology to the businesses and organisations that need it.

On 8 June 2018 in Hanoi, the Testing Today journalists' chapter was founded and held its first congress for the 2018–2020 term. The chapter operates under the direction of the Vietnam Journalists Association.

The congress elected a two-member secretariat: journalist Nguyễn Hữu Dũng as chapter secretary, and journalist Nguyễn Thị Mai Hương as the member responsible for oversight.

From its founding the magazine published in Vietnamese every two months. The first issue appeared in September 2017.

Shortly after joining the Vietnamese press, Testing Today registered an International Standard Serial Number for the publication, approved by the National Agency for Science and Technology Information (Ministry of Science and Technology) in document 47/TTKHCN-ISSN of 6 December 2017. The ISSN is 2588–1469.

To meet growing reader demand for specialist information on testing, from early 2018 the editorial board sought a licence to publish monthly.

To raise the scientific depth of the print edition, from early 2020 the editorial board moved to quarterly publication.

Aiming to become a scientific forum that shares information about testing as quickly as possible, the online edition (thunghiemngaynay.vn) launched on 24 June 2019 under licence 254/GP-BTTTT from the Ministry of Information and Communications.

Alongside the print edition licensed on 23 June 2017 (licence 293/GP-BTTTT), the online edition now carries scientists' and testing organisations' work promptly to readers, together with review articles on testing and news of the association and its members, both in Vietnam and abroad.
